It is clear that the statutes of 1887, while enacted for the purpose of creating a general system for the regulation of the traffic in intoxicating liquors (State v. Robinson, 101 Minn. 277 , ), was not intended to deprive municipalities of their charter powers to legislate upon the same subject-matter, so long as the municipal legislation was not inconsistent with the provisions of the general law.
