City of Owatonna, 222 Minn. 312 , we upheld a municipality’s denial of a special permit for construction of a public driveway over the sidewalk as a legitimate exercise of police power because that refusal bore a “substantial relation” to one objective sought to be accomplished by the zoning restrictions: public safety.
